1990年代初期李昌鈺博士與其他鑑識科學專家構思在New Haven大學開設鑑識科學研究院，隨後於 1998年秋季在New Haven大學校園裡創設鑑識科學研究院。自 1975 年以來，研究院傳授堅實的鑑識科學核心能力和公共安全領域專門知識。

2010年起，鑑識科學研究院在大學校園裡創設了新設施：犯罪場景中心、高科技鑑識實驗室、危機處理指揮中心和三間教室。此外，還有一個運用最新的虛擬指令和觸控式螢幕技術的最新科技學習中心，為來自世界各地的學生提供有關鑑識科學領域資訊。

◎學習中心：展覽各種鑑識科學領域、互動式觸控學習中心。訪客可以選擇場景、分析證物。

◎虛擬實驗室：與學生互動學習，比對證物。

◎劇場：提供影片觀賞。

◎犯罪場景中心：模擬犯罪現場，提供現場實際操作訓練，強調運用現代科技進行採證。

◎危機處理指揮中心：該處有教室，提供大學部和研究所課程。與世界各地執法單位做聯繫，提供即時鑑識服務與評估，協助重建彈道、驗證傷害、指甲等資料之遠端證物資料分析。

◎IBIS 3D卡匣分析系統。
採用IBIS Brasstrax，是世界上唯一可以3D方式分析顯示子彈相關證物的儀器，3D影像在分析槍擊案件是不可或缺的。

◎SICA儀器：提供鞋印圖案編碼指南，分析確定鞋印的關鍵的代碼以辨別鞋印等足跡。

李昌鈺鑑識科學研究院的目標是經由訓練、諮詢、研究和獨特的公共學習中心使刑事司法制度更為有效，為實現此一目標，研究院在執法領域上對鑑識科學專業人員提供獨特而有效的培訓計畫和尖端科技資源。
